Changes to stormwater consent applications
The way you apply for a stormwater discharge consent is changing for some of our residents.
Until now, you had to apply and obtain a stormwater discharge consent through Environment Canterbury.
In 2017, ECan developed the Canterbury Land and Water Regional Plan. This Plan aims to provide clear direction on how land and water are to be managed in the region, thereby mitigating potential flooding and drainage problems. The Plan also looks at how to approach climate change challenges in the future.
From this, Hurunui District Council applied to ECan for Global Stormwater Discharge Consents to manage the stormwater in townships. A Global Consent means Council now holds or will hold the consent for stormwater discharge to the environment within its townships.
There are three separate consents which encompass a large part of the Hurunui District: Amberley, Hanmer Springs, and a third consent including the 13 townships of Amberley Beach, Cheviot, Culverden, Gore Bay, Greta Valley, Hawarden, Leithfield, Leithfield Beach, Motunau, Rotherham, Waikari, Waipara and Waiau.
Currently, the two Global Consents for Amberley and Hanmer Springs are operational, which means that any stormwater discharge consents attached to building consents in these areas will need to be applied and paid for with the Building Consent which is lodged with Council.
This new process will start from November 1st.
The third Global Consent for the 13 stated townships is still in the process of being finalised and approved. Once approved, obtaining a stormwater discharge consent will also be processed through Council in conjunction with the customer’s Building Consent.
