What is the Representation Review?
This is a review of the makeup of Council and its governance. We need to look at our ward boundaries, the names we have called them, and how many elected members we need to effectively represent those living within the wards. We also need to consider community boards and communities of interest. We are now in the final stages of this review.
Why are we reviewing our representation?
Council is required under the Local Electoral Act 2001, to review its representation at least every six (6) years. The last review was undertaken for the 2019 local government elections.
The representation arrangements decided on during this process will be used for the 2025 local government elections.
The Initial Proposal
The Council consulted on its Initial Proposal in May and heard submissions and deliberated on its Final Proposal on the 11 June 2024.
What is the Final Proposal?
At its 11 June 2024 Extraordinary Council meeting, the Council agreed to the following Final Proposal to be put out for any objections or appeals:
- Three (3) Wards - (status quo)
- West Ward
- East Ward
- South Wards
- 10 Councillors - (status quo)
- Four (4) for the West Ward
- Two (2) for the East Ward
- Four (4) for the South Ward
- Two (2) community boards
- One (1) in Hanmer Springs (status quo) – covering the Hanmer Springs rating area, consisting of five (5) elected members elected at large and one (1) councillor appointed from the West Ward.
- One (1) in South Ward (new)– covering the South Ward area, consisting of five (5) elected members elected at large and four (4) councillors appointed from the South Ward.
- One (1) Mayor – elected at large (status quo)
Appeals and Objections
Any person who made a submission on the Council’s Initial Proposal may lodge an appeal against the Council’s decision. An appeal must relate to the matters raised in that person’s submission.
Any person who objects to the Final Proposal may lodge an objection to the Council’s final proposal. Any objection must identify the matters to which the objection relates.
Appeals and objections must be made in writing and must be received by Council no later than Thursday, 1 August 2024 - 5pm.
What happens afterwards?
Once the Public notice period closes on Thursday, 1 August 2024 at 5pm, any appeals or objections received will be forwarded to the Local Government Commission for its determination. If Council does not receive any appeals or objections, Council will publish its Final Decision as is and the new arrangements will take place at the 2025 local body elections.
