A by-election is required to fill an extraordinary vacancy on the Hanmer Springs Community Board. The vacancy has arisen from the recent passing of Mr Richard Tapper.

My family and I are residents of Hanmer Springs with a deep connection to the local community.
Growing up on a sheep farm near Hawarden instilled in me a strong work ethic and a genuine appreciation for rural life and community.
Having operated two successful businesses in Hanmer Springs for nearly two decades, I have developed keen insights into the needs and aspirations of our community.
My youth, combined with years of experience, uniquely positions me to offer fresh perspectives and pragmatic solutions as a member of the Hanmer Springs Community Board.
My unwavering commitment to our town and its residents drives my passion to contribute positively to its growth and well-being.

I live and work in Hanmer Springs and have a long family association with the village. I am fortunate that my parents built a holiday home here nearly 50 years ago and this is now the place we call home.
I enjoy working with and alongside people from all walks of life. I am involved in some of the many community activities which are available here for us all in Hanmer. Plus, the interaction I have at my place of work and being a Justice of the Peace, helps me to appreciate this villages special character and dynamics.
It would be a privilege to be a member of the Hanmer Springs Community Board as an advocate, looking out for all our interests and objectives both now and into the future. The place we call “our special part of the world”.
Voting
An election will be conducted by postal voting using the First Past the Post (FPP) electoral system to determine the successful candidate.
Voting will open on Thursday 4 July and close at 12 noon on Friday 26 July 2024.
In New Zealand, all local body elections are held by postal vote. Once you receive your voting document, you should complete it, seal it in the return postage-paid envelope and post it back immediately to ensure it is received in time to count. The latest date to safely post is Monday 22 July.
Please note that electors at the same address may receive their voting documents on different days.
Voting forms can also be hand delivered to voting bins in the Hanmer Springs Library & Service Centre Foyer, the Hanmer Springs isite and at the Amberley Council Offices up until noon on Friday 26 July.
If you are an enrolled elector and haven’t received your voting documents by 12 July you can phone the electoral team on 03 315-8400 or email elections@hurunui.govt.nz to request to complete a special vote.
Enrolment and Special Voting Arrangements
There are many reasons to cast a special vote, including:
- Your name does not appear on the final electoral roll, but you qualify as an elector.
- You have chosen to put your name on the unpublished (confidential) roll.
- You have moved since the electoral roll was compiled (and have lived at your new residential address for one month or more).
- You have just turned 18 years of age.
- You spoilt, lost or did not receive your ordinary voting document.
- You will be away from your residential address during the voting period.
- You are eligible to vote as a ratepayer elector (for a property you own in the Hanmer Springs area but do not live in).
- If you aren't on the electoral roll and you need to request a special vote, you'll need to enrol on or before 5pm Thursday 25 July 2024. Visit the Electoral Commission, call 0800 36 76 56, Email enquiries@elections.govt.nz or freetext your name and address to 3676.
You will need to complete a statutory declaration when you cast a special vote. This is a legal requirement to protect voters against possible duplicate voting. The statutory declaration will be provided to the person casting a special vote, along with a special voting paper and candidate information sheet.
Special voting documents cannot be collected by candidates or their assistants for distribution to electors.
Special voting facilities
Special voting facilities for the by-election will be available at the Hurunui District Council office, 66 Carters Road (SH1), Amberley during normal office hours between Thursday 4 July and 12 noon on Friday 26 July 2024.
On Friday 26 July 2024, special voting facilities will also be available at the Hanmer Springs Library & Service Centre from 10am to 12 noon.
Ratepayer electors
Hanmer Springs Community Board ratepayers who live outside the Hanmer Springs Community Board area and who are not listed on the final electoral roll for this election can enrol on or before 4pm on Thursday 25 July 2024 online at: www.electionz.com/ratepayers
