Requirements for working in road reserve
Corridor Access Requests (CARs) and Traffic Management Plans (TMPs) are the permits required to ensure that activities carried out on the road corridor are as safe as possible for everyone, from contractors, to motorists, pedestrians and cyclists.
If an individual or organisation plans to undertake an activity on the road, they must submit the appropriate application(s) to the Hurunui District Council for approval before the activity can start.

An active Work Access Permit must be in place when constructing the vehicle crossing.
Vehicle crossing bond
Received a vehicle crossing bond letter as part of your building consent documentation? The following steps will need to be completed to enter into a vehicle crossing bond.
- Sign and return provided bond documentation to planning@hurunui.govt.nz.
- Pay the administration and inspection fee and refundable bond. How to pay detail here.
- Construct the temporary crossing.
- Have the temporary crossing inspected (subgrade inspection).
Please be aware a hold will remain on your building consent until the steps above have been completed and the bond has been entered into. This hold means no building inspections are able to be booked.

Inspections can be booked by contacting the Duty Planner either by email planning@hurunui.govt.nz or by calling 03 314 8816.
The vehicle crossing needs to be formed in accordance with the design standards set out in the vehicle crossing bond document. If you are unsure please contact us.
Inspections for vehicle crossings
- Pre-Construction Meeting – Book this meeting only if you or your contractor have any questions about the layout or construction of the vehicle crossing prior to starting works.
- Subgrade Inspection – Book this inspection once the vehicle crossing has been dug out to the required depth.
- Compaction Inspection – Book this inspection once the basecourse has been laid and compacted. Only required for a temporary vehicle crossing.
- Pre-Pour Inspection – Book this inspection once the vehicle crossing is prepped for the concrete pour, including mesh and chairs.
- Final Inspection - Book this inspection once the vehicle crossing is completed and the grass verge has been reinstated.
Bond refund process
Once the inspector has passed the final vehicle crossing inspection, they will notify the Planning Team that the bond can be released.
How to get the vehicle bond refunded:
- Ensure that council has received confirmation the vehicle crossing has passed the final inspection.
- Send an email to planning@hurunui.govt.nz requesting a bond refund. Include proof of your bank account - this should be an image that shows your bank number, name, and bank branch.
- Council aims to refund to the same bank account that paid the bond invoice where possible.
- Once all the paperwork is complete, the bond is refunded. *
*Note: Payment is generally made on the 20th of each month, or where the 20th falls on a public holiday or the weekend it will be made on the next working day.
